I found some higher quality image of the new UNSC logo so I went ahead and recreated it. There is some writing on the banner which could be "United Nations Space Command" but I left it blank just in case it's something else.

i was watching the news and they said UNSC. unfortunatley it stood for United Nations Security Council.

Isn't this the new logo for Halo 4? I thought it looked badass but I was like, "why you changing it, the current one was fine?" And then I thought, "Wait....Bungie to 343...copyright...right." haha.
Either way, this new emblem looks fucking ballin. (yes, I said ballin...and I'm a tool :P )

Actually it has nothing to do with copyright, just new art direction. Also it would make sense for the UNSC to change their logo. America has changed its flag many times along with the Presidential seal.

No, i wasn't implying that you stole it or anything. I just felt that a similar logo was made for Halo 4. But I'm basing that off an itsy-bitsy image I saw in a gameinformer magazine :P
But the primary reason 343 is changing the UNSC emblem is, as a matter of fact, because of copyright. Bungie isn't letting 343 use much of their previous material so they have to more or less build from scratch. :/

Actually, all the previous material is owned by Microsoft, just like the rest of the franchise. Bungie gave up the rights to it when MS bought them back in '99. The change is just because of a different art direction. Anyway, I rather like it. It has a much more military feel than the old insignia, and it seems to pay homage to the Spartans. Also, Dino, the banner does read "United Nations Space Command." You could also use it for ship names.
